scenario question

ive just played through the main campaign book and i noticed that sometimes the german forces get more than 12 elite infantry. however the box set knly includes 12 elite infantry. is this an error?

I know in the base game sceanrio book the "stavelot express" scenario says that the germans receive 16 elite units but in the errata on the support page it say they sould receive 12 elite and 4 regular.
