Can't Get Reaper Expansion Promo Cards?

I took my Reaper preorder form down to my FLGS yesterday. I'd mentioned the promo cards to the owner last week, and he'd asked after them in the meanwhile. His distro (Alliance) is telling him he won't be getting any promo cards, even with pre-orders of Reaper.

Now, these cards pretty well made me decide to move up the time I was going to order Reaper by a month or two. Now I'm not getting the cards because the distro isn't going to handle them (or get them, or whatever)?

Any comment here, FFG? What's the point of a promotion that your distros won't honor?
