I like it. Could combo nicely with Forged Activation Orders.
Probably wouldn't make the cut in any current decks for me. I can certainly see how to use it, but spending a card slot in my deck, an action to draw it and another action to play it doesn't justify the slight increase in rez cost, IMO.

It seems slightly more valuable with Chimera being spoiled today, an ICE that automatically derezzes after you encounter it. If that's going to be a more common feature, it might have some utility as a counter to those once you already know what ICE you're putting the extra cost on.
