The ssu helicopter with air superiority when it makes an attack against another aircraft using advanced aircraft rules does it get that sustained action debuff?

When you say "debuff", you mean the part about "After a hoverer performs a SUSTAINED ATTACK action, until the hoverer’s next activation, all other enemy units can target the hoverer with a SUSTAINED ATTACK action of their own"?
I would say, no.
