A deck-building game of adventure and conquest for 2-4 players
Units such as Skeleton Archer and Bowmen get to "destroy an opposing unit." Who picks which unit is destoryed? Is it the player who played the card? Or the player who's unit is going to be destroyed?

Generally speaking, the player whose forces are taking damage chooses which exact units are hurt/destroyed. If the attacker gets to assign the damage/destruction, the ability will explicitly say so. Compare the Skeleton Archer text to the elven Archer text for an example of what I mean.
