Why the different orders of skill-symbols?

Is this just because of the possible "X" on a tackle or are there other implications on the order of the symbols, that I might not be aware of?

Yes, you do them from left to right, so if you have Cheating-Tackle, you'll always get a cheating token, but if you have Tackle-Cheating and get knocked down on the tackle (if you use it), you lose your remaining skills, so no cheating.

Okay, so Cheating is not mandetory when the player goes down before the Symbol have to be resolved? Okay, now it makes sense for me why the orders are sometimes different.

Cheating is always mandatory. The point is that a downed player loses all the remaining icons (from the core rules, pag 11: "Downed players lose all abilities and remaining skills, but retain any assigned cheating tokens already placed on them"). So, if the tackler gets downed by some bad dice results, he loses the remaining icons, and if cheating comes after (reading from left to right) tackling, then you must not draw the cheating token. If you say "is not mandatory", it implies you're allowed to choose. In this case, it's mandatory that you don't pick up the token.

The order can also make a difference with other skill sets.

 

For example, [tackle] [pass] is much more useful, imho, than [pass] [tackle]. The first option gives you the chance to down the ball carrirer on the opposition first, thus moving the ball to midfield before you then use passing to gain the ball. With the passing skill first you can not really gain possession of the ball if the opponents already have it.
