They need a card that prevents a player from getting their Start of Turn this round. Or something to Obsolete a Modern Wonder. It's aggravating to be working on a tech win by actually buying them, and then someone buys the Statue of Liberty and gets double techs per round to end up winning. :P

I can understand your concern about the Statue of Liberty sneak win. There are, as far as I can see, only two possible sollutions.
1: Blockade it. Pump out plastic and buy units en masse and just plop 'em down there as soon as he/she builds it. This might make you stagger a little on your own path to a tech win bit but it will slow the sneaky tech win down as well.
2: Nuke it. Research Atomic Theory asap and drop the big one. This one works well in conjunction with option 1 but is a bit tricky since you need Uranium to do it.
The latter does not, however, work if the lady was built in his/her capital.
