One item perhaps oversimplified - the one sided melee

It seems strange to me that a crack unit has an advantage on the offensive in a melee, but not the defensive. Shouldn't a defender's melee rating at least be a negative factor on the attacker's die roll?

I suppose the big question is whether the one sided melees are based on balancing the game or simplifyng melees.  It just seems odd that a mediocre attacker would have as good of a chance successfully  assaulting the weakest unit in the opposing army as they would against the best.  Of course even if a crack unit is defeated, it will have a better chance of a counter assault, but they may have already lost men in the first assault.
