I have my entire collection of LoTR and CoC sleeved with Dragon Shields. I am thinking of getting a set of Binders as well for easy of display and choosing cards for a given deck. The binder I am looking at is UltraPro Premium Deck Binder...
Dose anyone know if this binder can take a LCG card sleeved with clear Dragon Shields?
If so, how many cards can fit in each pocket? 3 by any chance?

They should fit, but you'll probably have to take them out of the sleeves.
Do dragon shields fit Lotr cards? My Ultra Pro sleeves barely fit.

On recommendation from another user here, I have this:

That holds cards in FFG Sleeves or Ultra Pro Deck Protectors, so should be fine for Dragon Shields as well. I've gotten two cards in each, but I think three might be pushing it.
I know there's no grand plan here. This is just the way it goes.
