A who's who of how to
Starting to build decks and I'm wondering what are some of the neutral cards that should go in all decks contested village? anything?
Always looking for Leagues or tournaments in California

Contested Village for sure.
Most decks want either 3x Innovation or 3x Warpstone Excavation. The only exceptions are the ones which really want something else off the restricted list (e.g. Reclaiming the Fallen).
Burn it Down is probably the Neutral Card that I put into the most decks that Calamitus didnt already mention.
LIght of Morslieb fits into many decks but not all.
Skinks of Sotek can easily go into almost any order deck.
Swarm of Bats and Clan Moulder Elite fit into most destruction decks, more so if you are planning to focus on offense.
Wight Lord and Blood Dragon knight fit into more control oriented destruction strategies.

Warpstone Experiments and Long Winter both see a good amount of play as well. And Reap What's Sown is one of my favorite cards in the game. I'm always trying to fit it in.
