In the world champion games. How many decks are allowed to be used ? 1 or 2?I think it is 1. But I can not persuade my friends. He insist on that because he think the rule does not forbid it clearly, so I come here for help. Thanks

What do you mean? If you register for a tournament, how many decks can you play with? I think just one, generally you register and the TO could ask you for a decklist. If you give the TO two decklists they'll probably just ask you to pick one.
Tell your friend the rules say nothing about playing naked either.
