It seems that the High Elves are getting a new Legend and it is likely that so will the other factions. Here are some guesses for who the new Legends are (assuming they are famous characters):

Dwarfs - A Runelord. Either Kragg the Grim or Thorek Ironbrow.

Empire - We have the top priest, now the top mage. Balthasar Gelt.

High Elf - Not sure. Phoenix King or Everqueen?

Ork- A Shaman or another Warboss. Wurrzag or Gorbad Ironclaw.

Dark Elf - the other witch. Hellebron

Chaos - One of the iconic beastmen characters. Malagor the Dark Omen or Morghur the Shadowgave?

although I agree with you where did u see that te high elves are getting another legend 

also not 100% what ur sayin but maybe cards to specifically target legends as legends atm cannot be targeted by cards that target units

While I don't know all that much about the Warhammer mythos to speculate on who these upcoming legends could be, I am excited that we'll be getting new legends. Having a choice of just two per race isn't enough for me! Also more cards that interact with legends is really good. It's a shame that more from the Capital cycle so far haven't done that.
